
Billie C. Mills, P.E.
passed away June 2nd, 2009. He was born in Louisville, Kentucky on January 19, 1926 to Osceola Mills and Hattie Smith. He attended schools in Louisville, Kentucky. After graduation he enlisted in the Air Force and served three years at Luke Air Force Base. He attended Dayton University in Dayton, Ohio. He graduated from Howard University in Washington, DC in June 1951. Billie was a registered engineer in California, Kentucky, Virgin Islands, and Arizona. Billie is survived by his wife of 58 years Manuella Rideau Mills, three daughters Gioia Neal, Lise’ Mills, Denise Mills, and one brother Jack Mills, seven grandchildren, three great-grandchildren, and nieces and nephews in Louisville, Kentucky and Arizona. Funeral Mass will be held Wednesday, June 10, 2009 at 11:00 a.m. at St. Pius X Catholic Church located at 809 S. 7th Avenue, Phx. In lieu of flowers, donations made on his behalf to scholarship funds at St. Mary’s High School, 2525 N. 3rd Street, Phx., 85004 or Office of Black Catholic Ministries, 400 E. Monroe, Phx, 85004.
